Car seams to govern out at 64 mph

My 02 Subaru Impreza 2.5L won’t accelerate
over 64 mph it just governs out I lose throttle
response until I drop back below 64 it doesn’t
matter if I’m in 3rd gear or 5th if I am coasting
down a hill going 70 mph and press the
throttle nothing happen. Please help thanks

02? Check for loose or bound up throttle cable, clogged fuel pump, or defective air intake sensor.
