what should I do first performance wise that isn't to costly?

I would probably do an Injen intake system. That set up would help alleveate that restrictive stock intake, and probably give you about 15hp/10tq. Also, your car is over 10 years old, I'd SeaFoam it, and also run BG 44k. Do your reasearch on those, and use them properly, and you'll probably have one of the biggest gains there.

Depends on how much performance you want and how much you are willing to spend. I suppose if you are going to go all out you could start with the exhaust and then the intake. I believe your best bang for the buck is in the exhaust. The intake, fuel rails and injectors start getting pricey quick. Especially if you go to a better turbo set up.

That model didn't have a turbo, because indefinately a turbo setup's first upgrade is an EBC or MBC, but with stock N/A Japanese cars, intakes are always quite restrictive from the manufacturer.

i got a 99 with a cobb injen mixed intake stage 3 crawford ecu tuned for cams and a uneven header and full borla after 3' pipe to a 4' tip. and it goes like a bat out of hell i would start with a intake and work your way from there.

You're really not going to gain much from an intake what do you consider costly? For NA the best upgrade that is going to be cams and for yours it'll cost about as much as a new cold air intake. Cold air intakes also have a tendency to make the car run lean and cause damage to the engine. I would start with exhaust otherwise though. Thats where your restriction is.

Really it all boils down to your definition of "costly". As previous people said, cams would be a great idea but you'd need at least $700 for some good cams, and with good cams on an N/A you should do the valves, rockers, springs, lifters, and basically the whole top end. By the time all is said and done, the whole top end job will run you around $2000.
