when headlight switch is off turning the ignition on pops headlights up

1991 corvette headlight switch in
off position turn the ignition on
and headlights pop up, does
anyone have any ideas?

the ignition switch shouldn't have anything to do with it, if wiring diagram is correct. I suppose one of the circuits could be shorted to voltage. the yellow wire from light switch to light switch control module, should not be hot unless light switch is turned on. Just my opinion.
