My 2003 forester suddenly has a rear taillight and license plate light problem. They won't turn off! What's the deal?

My tail lights and license plate light won't turn off

There is a switch on top of the steering column, between the steering wheel and the instrument panel, that controls parking lights. It has a P and little hash marks for "illumination". If it is on, it will have a red face shown to you if you were sitting in the car. It should be pressed down "towards you" and all one color. This is used mostly over in Europe areas, etc but was included in all the foresters, relatively speaking? But this is very common. If that is NOT the solution, please come back and let me know :)
