I have a 99 Subaru Forester w/ manual transmission,  the
engine is shot, I have an opportunity to get 07 Subaru wrx
that is wrecked, can I install that engine into my 1999
Forester

In theory you could if you had the funds. The cost and problems will be considerable. Miles away from a "bolt in" swap if that is what you want.

Your current engine should be a DOHC. The 05 would be a SOHC. Not a "bolt in" swap. Honestly you should probably just scrap the car.

Actually the 1999 is a 2.5l sohc , and the car is actually clean and very well maintained, just engine took a shit and I have access to wrecked vehicles at a decent price, i was told 99-03 with the possiblity of 04 and 05 if i swap out intake and manifold
