It sounds like you have air trapped in the cooling system. Some systems are really hard to get all of the air out of. If the new thermostat is installed correctly, the coolant pump is in good condition and rotating in the proper direction, and the air is out of the system, the engine temperature will be under control and your heater will work . An outside possibility is a blown head gasket, in which case there would be bubbles in the coolant. There is a simple test that your mechanic will be able to perform by "sniffing " the coolant for traces of exhaust gases. Good Luck with it.
