No coolant in hose to thermostat

Keep bleeding system but hose to thermostat stays
cool. What causing this and how can I remedy this
reoccurring problem

Either the radiator is plugged, or a bad thermostat, and maybe the water pump itself.

Has new radiator just put in by dealership has new thermostat and water pump is circulating
If dealer put in radiator they should have checked the performance of the vehicle before it left their shop. They should have refilled coolant and bled air. I would be surprised if they didn't replace thermostat since they had the hoses off and coolant drained. Check your invoice to see if they did. Otherwise you're looking at a water pump.
In spite of the bleeding I'd say the system has air in it and is not full. Take it back to the shop that did the work and ask them to refill it. They have the proper vacuum equipment for drawing out all the air as it is filled. They may have tried filling it without using that equipment. Sometimes that works, sometimes it doesn't.
