I have a 2005 grand prix gt. The key will not turn off all of the way, even with the car in park. Without touching the brake, I can shift from park to drive. The key won't come out

Are you by any chance parked on a hill hard up against a curb? just a thought..if you are you are going to have to relieve the pressure from the tire which will in turn release your steering, then wiggle on wheel then it will come out
