Pontiac Grand Prix 2004 slow windshield wipers-think motor is underpowered by design? How do I fix it?

There were a gazillion Grand Prixs built in 2004. That motor is used on all of them plus a bunch of other GM cars for a bunch of years so that means GM has used about a katrillion of them. If there was a design flaw GM would have changed it years ago and done a recall. There is a problem with your car. Could be a failing wiper motor or something in the wiper linkage that is worn out or needs lubricating.
