I am having the exact same issue in my 2001 GTP Special Edition. I got the premium sound with the rear tweeters next to the 6x9's but none of it works if it's not sunny and at least 75 degrees. Super annoying, I replaced the heat unit with a nice JVC and it didn't fix it. I wish I had a good answer man, seems like tons of people have this problem but no real solution
