1999 Pontiac Grand Prix, what are possible problems when power steering is going out and how much would it be to fix??

Pump, rack or hoses. All depends whose doing the repair work and which part(s) are bad. Usually between $150- 500.

Have you checked the fluid level and the belt (serpentine) for proper tension before replacing anything else? If those are OK, then go ahead with other repairs. If your steering is otherwise OK and there are no obvious leaks, it is probably the pump unit.
