Once you get faster than 40 the symptoms go away?

It runs fine after you get that fast or faster, but is still there when you slow back down

Have you had the alternator tested? It may be putting out its Max at a lower rpm but it is borderline for turning things off. Once you hold a higher rpm steady for a bit the battery gets its slight charge back and starts operating normally. That is just a theory and simple to test for. Most shops will test it for very little or even nothing because its so simple.
