2004 pontiac grand am has no break lights and fuses / bulbs are good

I checked fuses and bulbs all good but no brake lights . Also when running DLR i have no
dash lights . Only when i turn on headlights then i have dash lights and the radio stays on
for 10 minutes after i remove the key and open drivers side door.

Did you check the switch on the brake pedal that turns them on when the peddle is depressed? This is a typical failure and simple to swap out the switch. It is located on a bracket under the dash above the brake peddle and is actuated when you step on the brake.
