Running slow up hill

When im driving the freeway and i reach a hills my speed
declines. Why

Hills take more power to go up. Perhaps the engine needs a tuneup and filter change.

Ill try that. I just a got a new engine put in but the person that put it in might not have did it. Thank you

Since you had major work done to the car, might want to exercise whatever warranty you got and take it back to that shop and let them look into the problem.
