What is the easiest way to get rid of the coolant that won't get out of my engine bay I have tried to let it burn out it has just made the engine smoke the last three weeks

It dilutes with water so I would carefully washdown the engine bay with lots of water taking care to not directly hit any electrical components (coil, distributor, ecm, etc.) with hose pressure. Do it to a cold engine and most of the coolant should wash away. Be responsible about the run off but I can't imagine that any quantity of antifreeze remains on your engine after 3 weeks. When you said "smoke" did you mean steam?
