brother lost his keys need to replace ignition cylinder without a key

The dealer MAY be able to make you a key- give them VIN # or: a locksmith may be able to make you a key or: last resort, get a bucketful of patience, some cutting tools, and some band-aids- taking an anti-theft ignition lock out will be difficult (by design)
