Fuel coming out of the intake plenum

I have a 95 Cutlass with a 3.4L. Car was driving fine then all of a sudden it just died. Took the inlet hose of the intake plenum and notice a lot of gas coming out of the butterfly. Do I have a bad fuel regulator or did the timing belt slip? Engine didn't show any signs of hesitation, miss firing or other things related to bad timing
