Each handle is connected by an actuator rod to the locking mechanism, if those rods pop off then the handle won't work. Remove the door panel to see what's going on inside the door.

If one can't open the door then it's impossible to remove panel. Still scratching my head.

If it won't open from inside and outside, then as you know you can't remove the panel. A slim jim might pop the lock. If you think the lock is open, but door is jammed shut then put some force against it from the inside. If BOTH inside and outside door handle locking rods became detached (what are the odds?) then a slim jim should still manipulate one of them to unlock latch. worst case scenario is cut the panel off and replace it with one from a scrap yard or parts dismantler.
