In my 99 montero sport I have to put it in neutral to crank it and then it sifts hard going into reverse and drive until the truck gets warmed up

More than likely this is your issue,it is the neutral safety switch on the side of the transmission is bad.

That's what I thought and just put a new one on and the problem is still there

That's what is attached the the nss right? How would on know if something was wrong with that I'm not as mechanically inclined as I should be.

If the linkage is not set right ,this would explain having to crank in neutral,and hard shiffting,if you are not familuar with it take it to a trust worthy mechanic.
