You may have a bad blower control module. That module is located under the hood just to the rear of the passenger side engine cam cover on the firewall. Try to tap on the control module with a screwdriver handle or similar to see if the blower speed changes. This is a very common issue with these cars. Also if you determine that the blower control needs to be replaced you will be better off with a genuine Ford part rather than an aftermarket one.
