Fuel injection

I have a 99 grand marquis that wont start changed
the fuel pump and relay i changed the camshaft
sensor still no start it started off starting fluid but
wouldnt run could it be the shut off valve

Did you press the fuel reset button on the left wall inside the trunk yet?

Yes I have fuel up to the injectors I don’t have no pulse on my injectors what do I do next
