Why does the dashboard in my
1998 Mercury Grand Marquis get
hot and the AC does not work

Stuck blend door? some other heater/ac problem under there? Lots of guys on this forum know more than me about this. Either need to pull the dash, or go in through the glovebox. Also, check vacuum hoses.
