State inspection failed due to 'any excessively worn or broken parts in the steering system'. Any idea what that means or how much it could cost to repair?

Wow, that covers it all..Have it inspected, Upper and lower, ball joints..tie rod ends , sleeves, idler arm, pitman arm, steering box, center link / drag link, Hub bearings.bushings etc..

Figure Ball joints (upper/lower) both sides: 3 hrs Tie rod ends (inner/outer) both sides & adjust toe: 1.5 hrs Pitman arm: 45 min Idler arm and reset toe: 1 hr Multiply these times by your shops rates. Rack & pinion; (expensive) you're probably looking at a grand or more. Hopefully it's just tie rods or ball joints. Everything else starts getting pricey.
