Why dose the number 8 fuse keep blowing 96 mercury grand marquis

What is on the circuit? Does it blow immediately of does it work for a while?

Because it's overloaded or shorted out for short version

my number 8 keeps blowing on my 97 Lincoln Town Car. And its for my power seats my keyless entry and my steering wheel controls and my trunk close motor. Can someone please tell me where I might start looking. I bought a ECT 2000 to try to track down to find out of the shore and I can't figure it out I don't know if its a bad switch or what. Please help
