Do I have to drop fuel tank to replace fuel pump electrical harness or is there a access panel somewhere

Is it the 5.0L? Dude I have been looking everywhere, and keep getting re-directed to the Crown Vic. Which really is the same car, that I know. But some claim the the 1991 -5.0L still had a mechanical pump.... but I'm thinking that may be limited to the Police Interceptor, which used a carburetor through '91. It is a 5.0 with fuel injection, right?
