Why my 2000 Lincoln Town car won't get into gear?

safety switch under brake pedal. to start, keep feet on brake, turn key to second notch until see panel light up. shift gear level to Neutral, then start car. then can shift into gears. you may also not have brake lights come on.

In my car it won't shift when my car is sitting in place if u move the shifter it will shiff up and down with out touching the break what could be couseing it

I need to find out how come my car isn't shifting in any gears it will not move but when you are sitting in it and you start it you can move the shifter up and down without applying the brake and it's supposed to apply the brake before it goes in any gear
