Lighting control module on a 98 Lincoln town car

I put in a new lighting control module and
now the lights stay on even with the car off.
There's no key in the  ignition.

The auto headlight sensor is part of the red blinking light in the center of dash near windshield. It is gain access to it by removing trim that surrounds it.
