My heat gauge is above normal my boyfriend says it's the fan so he has it rigged thru the batterie. What could be the real problem. It started when moisture smoke was coming thru the ac vents

It very well could be the fan, especially during slow city driving. But if it overheats up at 70, then it's something else. 55 and up mph cruising is plenty of air flow without a fan. But I have no reason to say your b/f is wrong. But there is more, check the coolant level!! With smoke (steam) coming from cabin vents you may have a leak in heater core. It doesn't take much, a pin-hole in the core or hose
