What causes the air flow system to make a loud noise(whine) when starting and also when car stops the car shuts off

When starting the airflow system makes a loud whining noise and some times the car
shut down when it comes to a complete stop.

Whining noise under the hood in engine compartment? Possibly a belt slipping or bad pulley bearing.

...yes, well you've got a vacuum leak...when the vacuum reservoir is "full" or evacuated, it's got reserve sucking power...well there isn't a relief valve because when you apply the brakes, you still want power brakes to work if the the engine stops for any reason...what you want to do is find the source of the sound...probably a split butyl rubber line...replace butyl rubber vacuum hoses with silicone ones~
