1996 lincoln town car no brakes

I have put new brake calibers and brake pads and a new brake line because one rusted out and no brakes at all I bled the brakes brake fluid is coming out but still nothing could the brake proportioning valve be the problem?

they have to be pumped up to set the calipers and pads on new installs , other than that bled them again , you opened up a line to replace it so there may be a lot of air
