The exhaust gas is recirculated back into the intake to offer better fuel mileage by heating up the fuel vapours. Having replaced the EGR with same conditions indicates that the tube leading to the EGR is plugged with carbon or the intake manifold port that leads to the EGR tube is plugged. There is a test where you take a pop can piece of aluminum and cut it out to the shape of the EGR where it bolts up and blocks All the recirculated gases back into the engine and see if this makes a difference in operation, this would indicate whether the intake to the EGR is plugged or not, if indeed there is no difference and same codes are produced. Removal of the intake manifold would likely be necessary to examine and clear that particular port or ‘galley’,if I may, and after examining and determining that the tube leading to, or fro the EGR is examined and cleared of any carbon residuals/blockage.
