Agreed. You'll need someone with EEC-IV experience. It's pre-OBDII but not all that difficult to diagnose. At a low speed like you describe, it could be a malfunctioning EGR, TPS or Oxygen sensor but I don't recommend throwing money and parts at it. Get the codes and go from there. A decent repair manual will tell you how to retrieve the codes if you're a pretty good DIY'er.
