2004 Jeep Grand Cherokee three wire radiator cooling fan

what are the functions of the two outside
wires in the fan connector it appears the
inside is ground is this correct what do I do
to assess whether I have a bad fan or
something else in my cooling system

Check the fan for resistance, with a multimeter there better be some! or it has an open. OR you can feed it 12volts (carefully) check for fan operation / rotation.
