Power Steering Loss

2003 Jeep Grand Cherokee Limited had power steering go out.  I replaced
power steering pump, bled the system of air, power steering still not working.  
What else could cause a loss of power steering? The pump seems to be
turning just fine, the hydraulic radiator fan is also turning, so there seems to be
flow in the lines.  Thanks in advance!

For anyone out there wondering, there was a blockage in the line past the radiator fan, preventing the power steering from engaging. Had a local shop flush the system, works great now!
