why does my jeep not start on the first turn of the key but starts right up on the second turn?

Next time try turning the key to 'on' or the 'run' position but not crank. Yet. Leave it on about 5 seconds or so then start. If that works, you have allowed the fuel pump to pressurize the FI system.

If what David said works it may also be time to replace the fuel filter.

My 97 GJ does the exact same thing. I changed the fuel filter but it still does the same thing. I'm guessing what David suggested about pressurizing the system is probably the issue.
