Shifting problems

I have a 98 jgc 5.9. It seems to shift at 4500 rpm instead of the 5000 rpm redline. I had a friend check the diagnostics and it read 73% of throttle when the pedal was on the floor. I changed the TPS and still no different. Any thoughts?
