need help getting my tail lights to work.....

i have a 95 grand cherokee and i cant get my tail lights/running lights on....i changed the bulb check fuses not that i have brke lights and turn signals 4wways all that.. but when I turn the head lights on I have no tail lights.

that's what I heard but im not sure haven`t replaced it because im not sure...
