If you are the seller you simply sign the title and send it with the keys and vehicle once you receive payment in full. If you are the buyer and received an unsigned title this can be a problem! If the seller can't be contacted you'll need to contact the State Motor Vehicle Agency who issued the title. They can best advise you. I'm hoping you are the seller!! Jim
