why won't my 4x4 go into 4 wheel?

my 99 gmc Sierra 4x4 is not engaging it shows it to be in 4x4 but clicks the
whole time thinking it may be smarter to look inside then replace the whole
thing.

Try putting the gear unto neutral then activate the option. My pick up has a complicated process of going in and out of 4x option
