Not Reaching Operating Temp

Keep getting an engine code that my 2003 PT Cruiser is not reaching operating temperature.  Have replaced the thermostat 2x in the last 6 months.  Seems fine after new thermostat for a few weeks and then code.  Temperature gauge doesn't go beyond first mark even after driving 10 miles or more.
