2003 pt cruiser needs a heater core, is this needed to run the car?

No. You can loop the hose to bypass the heater core.

Obviously you will not have heat or defroster. Unless you live in a year round warm climate you clearly need a heater but as a stop gap you can bypass it until you save up your pennies for a new heater core.
