Steering problem

My pt is hard to steer when you go around corners. But it is no so hard to steer after you get it moving. I was told it could be the rack and pinion, or the lines going to the steering.
I just want another opinion before I go and pay a lot of money in repairs.

wheel bearings is there a whine when rolling
