why my brakes would just look up ?

Driving down the freeway and all at once my front brakes just locked up. I towed it home
and replaced the caliper on the passanger front side, cuse the tow driver said that tire had
smoke coming out of it. then I blead the system and thought I was finished. Not so,
Eveything rolles ok when  in  nutrual  and key off, but as soon as the key is turn on, the
brakes lock up again. What could this be ?
