Is it my water pump

My car is making a weird scratching noise under the
hood on the passenger side and it's has a bad
smell like burning rubber also there's a light on on
the dash that looks like an engine light

Hard to say until you look. May be a bad idler pulley, could be the water pump. Sounds like the belt is getting burnt up from what-ever is hanging up. I wouldn't be driving it until it is fixed.
