What does it mean when all my alert lights are lit up?

When I turned on my car, all my alert lights lit up on my dashboard.  My speedometer, rpm and a/c quit working but my radio and clock still work.  When I turn off my car, the lights turn off but then turn on again as I am driving it.

Did you replace the battery recently? Or jump start someone? Obviously it's a electrical problem but what caused it? Something like that just didn't happen.

My 2007 ford five hundred is doing the same problem ford thought they fixed it lights back on again. ?..help
