How do I tighten the emergency brake cable?

When you take off the rear wheel there should be a rubber cap on the rear rotor. Under that there should be a star spindle. Find out whether up or down tightens the brakes. Then tighten till the rotor does not spin; then back off the spindle 1 turn at a time till the rotor is just barley able to spin free.
