Can a fuse cause odemeter to stop working

On 1993 Thunderbird can a blown fuse or relay
cause the odometer to stop working

It is usually the printed circuit behind instrument cluster, some times cleaning will help.

If the odometer is not working, chances are the small gear is broke inside the gauge. Needless to say you have to pull the dash to get to get to it.
