Why will my car not start.

I have 2002 ford explorer that would not start after
shutting it off. I changed starter and still would not
start. I bought a brand new battery and nothing.
Will not even turn over. You can hear starter click.
Also as you turn key to on, all gauges needles go
all the way over and back, including
speedodometer. Need some help please.
