A/c not blowing cold

I have an 02 explorer eddie baurer and ac is not
blowing cold. It shows some pressure when
gauges are hooked up but compressor will not
engage. Does it have to be full of freon in order for
it to engage the clutch?

To properly read pressure you need a set of manifold gauges plus factor in the ambient outside temperature. You can probably find charts on the net. Check the electrical connection to the compressor for voltage. Videos on the net will show you how.
