2004 expedition no crank no start

My 2004 expedition has a no crank no start. I removed a
fuse yesterday and replaced it now nothing. Dash lights
up and radios come on and a click from fuse box. I
replaced the starter and battery is good. I can make the
truck crank but putting a jump wire on the 85 and 87 point
where the starter relay go and it turns on. Also tested the
small wire going to the solenoid on the starter but no
reading. Need some advise
